The Plettenberg Bay Ratepayers Association has called for a forensic investigation into Bitou Municipality’s Grant-in-Aid funding process, according to a report published by the Knysna-Plett Herald.

The Plettenberg Bay Ratepayers Association (PBRA) has raised concerns about the administration of Bitou Municipality’s Grant-in-Aid programme and is calling for the matter to be investigated.
According to the Knysna-Plett Herald, PBRA chairman Tony Blignaut said the association began investigating after receiving information through a PAIA application.
The newspaper reports that PBRA has raised questions about the allocation and administration of Grant-in-Aid funding, including concerns relating to documentation, oversight and the 2025/26 application process.
The Herald also reports that Bitou Mayor Jessica Kamkam said council exercises oversight authority and advised against generalising Grant-in-Aid payments across different financial years and grant categories.
These are significant matters involving public funding, and the allegations reported by PBRA have not been presented as findings of wrongdoing by a competent investigative authority.
BitouScape will seek further information from the Plettenberg Bay Ratepayers Association and Bitou Municipality as part of our ongoing local coverage.
